The SETC UNDP/GEF Project is supporting the establishment of the Chinese Renewable Energy Industries Association (CREIA). CREIA is to be a business-led, independent, and self-financed association, working in the interests of its industry members. In maintaining an open information network, CREIA will share the latest technology developments and market information nationwide, and provide an effective channel for industry training programmes. CREIA will also link investment-grade projects with potential sources of financing (national and international) through an investment opportunity facility (IOF).

Establishment of CREIA

     In the context of limited in-country investment information, the CREIA aims to raise awareness of renewable energy investment opportunities, to provide a business network for professionals in the renewable energy industry, and to provide key policy advice to the Government. Although CREIA has been established with the support of the Project, financing for CREIA's activities will be increasingly provided by membership fees and other independent funding mechanisms. As a result, CREIA will endure as a self-financing body beyond the completion of the present Project.

     The Chinese Renewable Energy Industries Association was formally established as an independent, industry-based association at an Institutional Workshop held in Beijing on January 26-27, 2000. A consortium of leading international consultancies (IT Power of the UK, AED of the USA, and CRED of the PR China) have been recruited to assist CREIA Director Mr. Zhu Junsheng in the development of functioning operational systems for the association.

Functions of CREIA 

     CREIA will serve as a bridge between regulatory authorities, research institutes and industry professionals, providing a forum to discuss RE development at the national level and subsequently to advise the Government of China on strategic policy formulation.

     CREIA will be a window bringing together national and international project developers and investors. It will promote technology transfer and raise awareness of renewable energy investment opportunities through the development of an online Investment Opportunity Facility, and through regional networking meetings and training activities.

     The Association will provide a network for its members from the Chinese RE business community, currently lacking a medium to communicate across their respective subsectors, and a platform to voice their concerns collectively.

CREIA Activities 

Creation of an Investment Opportunity Facility

A Facility will be created within CREIA to identify renewable energy investment opportunities in an effort to attract private, foreign and state financing and equity participation.

Opportunities will be collated according to location, technology, and opportunity for financial return. The listing will be placed on the CREIA website and information about this facility will be promoted widely in targeted business and investment media.

Training

CREIA will assist in the training of national policy makers, sector professionals and businessmen. For example, a  Project Management Training Programme for key CREIA members and staff was held in Beijing in July 2000.

Development of Industry Standards

In line with its policy advisory function, CREIA will stimulate close consultation between regulatory authorities and the business community in the creation of standards and codes for RETs. Industry compliance with standards will help increase confidence in the products and hence in the market for RETs.

Targeted Workshops, Marketing, and Networking

CREIA will participate in the organization of a series of targeted workshops on issues of strategic importance to the RE industry community in China. The first workshop, held in Beijing in Spring 2000, reviewed the present status of Business and Finance Mechanisms for Renewable Energy Commercialization in China.

 

 

As a part of its networking function CREIA conducted a Chinese Renewable Energy Industry Tour in December 1999, which succeeded in obtaining the support and endorsement of key corporate leaders in the Chinese renewable energy industry. CREIA worked directly with the domestic business community to optimize the impact of its institutional organization and operations.

In order to promote CREIA abroad and to gather information on the operation of foreign industry associations, key CREIA members and staff participated in international study tours to the USA and to Europe in April/May 2000.
