All GEF support for the Project is administered through a competitive bidding process organized by the Energy Planning and Management Branch of UNDESA, the Project international executing agency. This process covers service subcontracts and procurement of equipment for the technology application projects.

Project Study Tour to the UK and the Netherlands, May 23rd –June 7th 1999

  From May 23rd –June 7th 1999 the first project study tour visited the Netherlands and the United Kingdom. Amongst the group of 8 national delegates were representatives of SETC, SPC, SEPA and the Chinese renewable energy industry. The tour was very effectively arranged by Alternative Energy Development (AED) in-conjunction with the Energy Institute of the Economic and Trade Commission (ETC) in the Netherlands and ITPower in the UK.

  In the Netherlands, visits and discussions were conducted with organisations representing the power sector, the government, and the private sector. The tour was arranged to coincide with the 1999 World Energy Trade Fair in Amsterdam. The fair, with over 300 exhibitors, provided the group with an excellent update on the status of advanced commercial renewable energy technologies.

  In the UK, visits and discussions were conducted with representatives of several renewable energy industries. Advanced control systems for biogas facilities, the UK experience in wind farm project development, and advanced PV technology were of special interest.

Project Study Tour to Australia and Japan March 6th – 24th, 2000

  The main aims of the delegation visiting Australia and Japan were: to investigate foreign countries’ experience in developing and utilizing advanced renewable energy technologies, especially experience in the developing policies in support of renewable energy development and running related institutions; and to introduce to foreign counterparts the contents of UNDP/GEF Project

  In Australia, the delegation visited International Center for Application of Solar Energy, Western Power, Australia Center for Renewable Energy Cooperative Research, Victoria Energy Efficiency Center, Australian Ministry of Industry Science Resources, Australia International Development Programme, Australia Green House Gas Office, Sustainable Energy Industry Association, BP Solar Energy Company and Sustainable Energy Development Agency, etc.

  In Japan, the delegation visited the Japanese Ministry of Trade and Industry, Japan-China Economic Association, EBARA Corporation, Urayasu Municipal Incineration Plant and Liujia New Energy Test Center of the Kansai Electricity Power Co.

CREIA Study Tour to the USA , April 16th - April 29th 2000

  A study tour to the United States was organized under UNDP Project CPR/97/G31 from April 16-29, 2000 in the context of the establishment of a Chinese Renewable Energy Industries Association (CREIA). The UNDP delegation was lead by Mr. Zhai Qing, Deputy Director of the Resource Conservation and Comprehensive Utilization Department of the Chinese State Economic and Trade Commission, and by Mr. Li Junfeng, Director of the Center for Renewable Energy Development of the Chinese State Development Planning Commission Energy Research Institute.

  The agenda and logistics for the tour were developed by UNDP Project contractor Alternative Energy Development Inc (AED), in co-ordination with the United States Department of Energy (DOE) and the United States National Renewable Energy Laboratory (NREL).

  The UNDP delegation visited renewable energy industry associations in Washington DC, and a number of renewable energy companies in Delaware, New Jersey, and Southern California. Study tour members met with representatives of the International Finance Corporation and the World Bank in Washington DC, participated in a DOE/NREL sponsored China-US Renewable Energy Forum in Arlington, Virginia, and were given a tour of the NREL testing and research facilities in Golden, Colorado. In addition, select renewable energy project sites where visited in Southern California.

CREIA Study Tour to Europe, April 30th – May 13th, 2000

From April 30th to May 13th, 2000, a study tour organized by the Chinese Renewable Energy Industry Association (CREIA) went to the United Kingdom, Belgium and to the Germany to participate in two weeks of renewable energy review.  The delegation was composed of the Director of the CREIA, National Project Coordinator (NPC) and key renewable energy companies and enterprises on PV or Solar Water Heater in China.  There were two main objectives of the tour.  The first was to understand the organizational structure, operating procedures, and the role of European renewable energy industry associations.  The second was to visit renewable energy enterprises in order to understand and collect information on European technology, equipment, market and management experiences.  

  Members of the delegation met with the European Photovoltaic Industry Association, the UK Electricity Producer Association, the UK Waste Material Utilization Association, UK Biomass Association, and the European Renewable Energy Centres Agency.  In all, CREIA signed memorandums of understanding with three of these associations.

  During the visit, the delegation attended the 16th European Photovoltaic Solar Energy Conference and Exhibition, exchanging ideas with representatives of many of the 103 exhibitors and 1300 attendees.  On separate occasions, the delegation met with AES, Viessmann, and the German Solar Energy Research Institute.

  Through this study tour, the delegation achieved a good understanding of the European Renewable Energy Associations, of the various incentive policies employed by different European Governments, and of the status of renewable energy development in Europe.
