Co-sponsored by State Economic and Trade Commission (SETC), State Environmental Protection Administration (SEPA) and co-implemented by China green Enterprise limited and Guangdong Zhaoqing Environmental Protection Bureau, the seminar on the strategy of wastewater treatment and biogas development commercialization for the livestock farms was held in Guangdong Zhaoqing during December 5 through 7, 2001. This seminar is one of the activities of the project of Capacity Building for the Rapid Commercialization of Renewable Energy in China which is financed by UNDP and Dutch government and Australia government and executed by SETC and SEPA. The objective of this seminar is to invite the governmental organizations, related livestock farmers, equipment suppliers, potential investors and as well as engineering consulting companies to know about the new energy and renewable energy development planning in Tenth-five year plan which is issued by SETC, and the management regulations for pollution control in livestock farms which is issued by SEPA, and the biogas engineering construction planning in the Tenth-five year plan. To learn more information on the technical and financial and economic evaluation of the demonstration Hangzhou Dengta Project. To provide the platform for the related sides to promote the commercialization of biogas development based on the deep understanding of the current policies. More than 130 participants attended this seminar who are mainly from the nine southwest provinces including Guangdong, Guangxi, Yunnan, Guizhou, Chongqing, Hainan, Hunan, Fujian, Sichuan. Among the participants, there are 30 governmental officials, more than 50 livestock farmers and some other equipment suppliers, potential investors and engineering consulting companies. The objective of this seminar is to propagate the policy on the pollution control and pollutants emission standards, and the biogas development project planning. First, Mr. Liu Wenqiang introduced the new energy and renewable energy development planning, and Mr. Li Yuan from SEPA introduced the management regulations for the pollution control in the livestock farm, and Ms, Yao Xiangjun introduced the biogas development panning in the net five years. Secondly, Mr. Wang Derong introduced the background of the pollutants emission standards. Ms. Liu Hong introduced the cleaner production which will be used in livestock farm, Ms. Miao Hong and Ms. Hu Runqing introduced the financial assessment and the resource survey potential, Mr. Cai Changda gave the presentation on the technical demonstration for the Hangzhou Project. Mr. Chen Guozhong introduced the demonstration in the Zhaoqing Xiabulian project. Mr. Stephen gave the introduction about the successful experience in European countries. Finally Mr. Xu Dehui and Mr. Liu Xin gave the presentation on how to find the potential business opportunities in the biogas commercialization. In this seminar, the equipment suppliers and the livestock farmers and the engineering constancy companies were introduced. They were all requested to give the presentations on what they had done and what they want to do in the future. They exchanged the idea for the biogas commercialization in the national level and enterprise level. Group discussion was held. One was made up of livestock farmers, consulting experts and financing experts. They discussed the biogas commercialization utilization situation in China and gave a lot of advice and measures by drawing lessons from successful experience of foreign countries. Another discussed administrative policies, standards and technical instruction on livestock farms. They introduced the local wastewater treatment and biogas commercialization situation of livestock farms respectively and discussed pollutants discharge standards and relevant policies gave instructive advice on the future work. The participants think of this seminar as a milestone to commercialize the biogas development. This is also the event for promulgating and executing the development planning for the new energy and renewable energy by SETC and the administrative regulation of pollution control in the livestock farms by SEPA and the biogas engineering development planning in the Tenth-five year by the Ministry of Agriculture. |
